OTTAWA, February 28. English operators emploj^ed at St. Pierre and Miguelon, Newfoundland, in coTlSection with the French cables, have been notified that they must take an oath of allegiance to France or leave. The notification has caused much surprise, since neither is a naval nor a military base. The Legislative Council of Newfoundland has adopted a motion agreeing to renew the modus vivendi re the French shore until December next. Several members declared that they would never again renew the agreement.
