Turkey is concentrating 50,000 troops near Kostendil, in Bulgaria, owing to an agitation fomented in Macedonia by Bulgarian committees.

The action of the Bulgarian Radicals in coquetting with the Macedonian agitation induced Russia to urge the Sultan to take severe measures for their repression. The concentration of the Turkish troops at Kostendil was the result of this request.
