AP.HESI OE AN INSANE | WOMAN. BERLIN, November 17. The Emperor and the Hereditary Prince of Saxe-Meiningen, in an open carriage, were driving from Bleslau station to the barracks, when a woman named Schapke, in front of the crowd, left the sidewalk and threw a hatchet. It struck the hind wheel of the carriage harmlessly. The woman was arrested, and is declared insane.
