A POLICY OUTLINED. LONDON, November 13. The members of the Ministry visited j Windsor Castle and kissed her Majesty's i hand on the occasion of their assuming ' office. | The following additional Ministerial apj pointments are announced : — Earl Onslow, ' Parliamentary Under-secretary for the Colonies ; Earl Hardwicke, Parliamentary ! Under-secretary for India ; Lord Raglan, Parliamentary Under-secretary of War. November 14. Sir Michael Hicks-Beach, Chancellor of the Exechequer, speaking at Bristol, said j that the Government were unable to rejduce taxation or to say if it were possible to escape proposing more. He insisted that the Transvaal must contribute to the cost of the war, despite the lamentations of the mine-owners. He also hinted at • fresh naval expenditure. The reconstructed Cabinet consists of 20 members. The following are the names and offices of -18 of the members of the Cabinet.
