A RADICAL CHANGE CONTEMPLATED. (From Our Own Correspondent.) WELLINGTON, May 30.

It is understood that the Minister of Education has in contemplation the introduction of a District High School Bill. The effect of the measure, if adoj)ted, will be to revolutionise the present system under which the high schools of the colony depend for their support; on their endowment and the fees contributed by their pupils. This fact, it is belived, has prevented a great many naturally clever children from obtaining that education which, under more favourable conditions, they would have a right to expect. The proposal of the Minister is to support the high schools in the same way in which the primary schools are supported, by means of capitation allowance, and in this way to make the intermediate schools betw.een the primary schools and the universities absolutely free.
