It has been pointed out by the State department in Washington that a popular movement reported in press despatches from Belgium having in view a petition to President M'Kinley a-sking him to offer to become mediator to the belligerents in South Africa is altogether misdirected, and showa ignorance of American policy of abstention from intruding; in matters which are not of this country's buf>ine«c. The two nations interested are aware that the President would accept rarornptly and with pleasure any suggestion of mediation coming- from both of them, but neither country had given any hint of desiring anything but neutrality from the United States.
