FRANCE'S BIG SCHEME. PARIS, February 1 The French Cabinet have adopted a[ scheme of national defence, costing a milliard and a-half francs (about £50,000,000). The proposal embraces naval construction, coast and colonial defence, and strategic cables. Half of the outlay will be devoted to the navy. One hundred and seventyseven vessels will be commenced this year, consisting of 6 first class ironclads, 5 armoured cruisers, 27 torpedo catchers, 112 torpedo boats, and 27 submarine vesselsall to be completed by 1907.. LONDON, February 1. The Queen's Speech, referring to other nations' naval preparations, expressed confidence that Parliament would not relax solicitude for the efficiency of the navy and coastal defences.
