The House of Lords has passed the second reading of the bill providing for the constitution of a board in connection with the establishment of a State system of secondary education. April 26 Lord George Hamilton states that the .sugar duty, which is to be imposed ny the Indian Government, will be equal to five-thirteenths of the bounty given by European Governments.
