• REMABKABLE SCENE.
LONDON,- April 25. The House of Lords has passed the second reading of the bill providing for the constitution of a board in connection with the establishment of a State system of secondary education. April 26 Lord George Hamilton states that the .sugar duty, which is to be imposed ny the Indian Government, will be equal to five-thirteenths of the bounty given by European Governments. During the discussion in the House of Commons on the Budget proposals the Radical members adverbely criticised the increased wine duties, on the ground that that they. will be injurious to trade. A number of members of the House of Commons and representatives of the various colonies have formed a committee with the object of securing a cheap Imperial telegraph system, j • April 29. J A remarkable scene occuired in the ! House of Commons when the education j vote was under discussion. Sir John Gorst ! attacked the policy of his own department, I and showed animus towards the Duke of, Devonshire. Several members suggested his resignation. Sir H. Campbell-Banner-man complained that Sir John Gorst's ron- , duct was almost an affront to the House | of Commons.
