The Emperpr, 'responding to an address of welcome, referred to the excellent rela- | tions between Germany and Turkey, and said that they showed h.ow empires, despite difference of race and religion, could maintain friendship favouring mutual advancement. October 21. Neither the Russian Embassy nor the Russian vessels in harbour were decorated when the Emperor of Germany arrived. The Emperor of Germany is engaged in incessant sight-seeing in Constantinople. All Italians were excluded from the city, and extraordinary precautions were taken against anarchist attacks. LONDON, October 19. The Daily Chronicle violently attacks the Emperor of Germany for honouring the Sultan, whom the paper refers to as a " barbarian, whose crimes against humanity are notorious and horrible." It suggests that the Emperor's motive is purely commercial, and his action unparalleled in recent history.
