SYDNEY, August 17. The Governor opened Parliament at noon. The attendance was unusually large and brilliant. The Speech was very brief. Rej ferer.ee w;is made to federation, it being stated that the Government will submit a scries of resolutions to the House, and if these are agreed upon the Government will then propose a conference of Premiers of the other colonies, and whatever the outcome of such conference, a draft bill will be submitted to the direct vote of "the people.
