London, March 22. Tbe Budget Speech will be delivered on April 21.
In the Hoase of Commons the Irish Lccal Government; Bill passed its second reading without a division. The debate was of a spiritless character. Mr Morley contended that the measure would dangerously weaken the central executive, and it conferred too great a boon on landlords. Mr Healy considered it was 10 times a better bill than the Liberals would have granted.
In reply to a question in the House of Commons Mr Chamberlain stated that the Government were awaitiog receipt of a despatch from Lord Lamington, Governor of Queensland, containing proposals of the Australian Premiers on British New Guinea, before taking any steps with regard to the future of the colony.
March 23. In the House o£ Lorcto Earl Selborae
stated that France had been informally notified of a British protectorate over Borg.a in 1892 and had been formally advised in 1895, but had protested against the occupation of Boussa and Nikki.
