GERMANY, RUSSIA, AND CHINA.
— ♦ ■ Beblin, December 13. The second squadron which Germany intends to despatch to Kiao-cbau cills at Plymouth to enable Prince Hemy of Prussia to visit the Qaeen. December 16. A German squadron under the command of Prince Henry has sailed for Kaio-chau. The Eoapsror took a farewell of tha Prince at a banquet at Kiel. The occasion was marked by a great naval demonstration. December 17. At the banquet at Kiel to Prince Henry, who left in command of the squadron for Kaio-obau, the Emperor directed him to make it clear to every foreigner that tha German St. Michel had planted the Imperial eagle upon Chinese soil to protect German commerce and missionaries. Any affront to the flag or prejudice to their rights mast be met' ' by a blow from the mailed fist. Prince Henry, in reply, said he was animated by a single desire to preach abroad the gospel of the Emperor's consecrated person, and in conclusion referred to the Emperor's crown of thorns. December 19. The Berlina Frendenblatt announces that Germany and Russia have arrived at an understanding in regard to China. It was recently announced that the Russian press were profoundly suspicious of Germany's" action in eeiziDg Kiao-cbau, but the Rußßian Government were preserving an impassive attitude in the matter. London, November 19. Reuter states that a Russian squadron has entered Port Arthur with the intention of wintering in that pork, and that the Chinese Government have acquiesced. December 20. The Times states that owing to German occupation of Kaio-chau China considers Russian action in sending a squadron to Port Arthur necessary. The presence of Bassian and German squadrons and the seizure of Chinese territory have caused excitement in Japan. St. Pistebsbueg, December 14. Russia and Prussia are profoundly suspicious of Germany's aotion in China, but the Russian Government appears to be impassive in the matter. December 22. The Novoe Vremya says that Port Arthur is the port best adapted for repairing purposes for Russian warships, and that the action of Russia has strengthened the friendly relations with China.
