Betting and drinking were the principal causes of poverty, and those addicted to these habits should ba made to pay for it. Mr H. Byron Moore, secretary to the Victoria Racing Club, opposed tha form oi taxation proposed, but was favourable to a levy through the totalisator. He stated thafc the V.R.C. had distributed three-quarters of a million in prize money. Major Wardill, secretary to the Melbourne Cricket Club, said that it would be unEnglish to tax outdoor sports.
