TO THE EDITOB. Sir, — I have hud many inquiries from Wai» kouaiti County consequent on Mr Green's attack on the Advances to Settlers Act. Mr Green sympathises with the " struggling New Zealand settler" because the latter has bound himself for 36 years to pay 5 per cent., and if intereat falls below that Bum the borrower cannot avail himself of the fall. I will with your leave, state three facts that will interest Mr Green. 1. No private -lender advances small sums at 5 per cent., thus the Advances department cuts the money market in favour of the " struggling New Zealand settlers." 2. Most of the advances relieve -borrowers from higher rates of interest paid on their existing encumbrance!!. 3. The "struggling New Zealand settler" can borrow to-day and repay his loan tomorrow. When interevt falls below 5 per cent, he can thus take advantage of the fall.— l am, &c, May 27. J. F. M. Fkaseb.
