THE WAR OFFICE.

REFORMS ADOPTED.

London, August 27.

The Marquis of Lansdowne, the Secretary of War, has explained that the Government have accepted the main principles of War Office reform proposed by the Hartington Commission.

■ Under tho new War Office arrangements Visoou«t Wolieley will be tbe general commander at Home and abroad. He will itsue army orders, make periodical inspections here, be rsipossible for promotions and rewards, and act as chief adviser to tbe Secretary of War. Five officers will be appointed to the management of separate branches, and will together form a permanent consulting board.

It ia proposed to form a War Office oounoil, at which the Seoretary of War will preside. VU count Wolßeley and tbe parliamentary under-secrotaries will be members of it.

August 28.

It is reported tbafc .the War Office scheme includes Sir Evelyn Wood as adjutantgeneral, the Duke of Connaught as quarter-master-general, and Sir Redvers Buller as commander at Aldorshot.

The Duke of Cambridge has written to the Government condemning the prupoaed army reforms. He contends that government by a council will prove abortive.
