RAILWAY CONGRESS.

London, July 4. Mr Eddy, tbe Now South Wales Railway Commissioner, is one of the most active out of the 1500 delegates attending the Railway Congress. At the request of Mr Stalbridge, the chairman, Mr Eddy addressed the congress relative to express locomotives and signals ussd in New South Wales. He declared that coupled six-wheel locomotives for express trains resulted in notable economy and safety. He also eulogised Webber Thomson's system of signals. The congress thereupon adopted a resolution recognising the value of the system enabling points and sidings on single lines to be blocked without stopping trains. Mr Eddy's views respecting the precautions necessary sgainst colour-blindness were heard with great attention.
