THE RUSSIAN NAVY.
(Per Pkess Association.) St. Petersburg, January 10. The Kussian Budget shows a surplus of ten million roubles.
January 11. Tbe Russian Naval Estimates amount to five and a-half millions, an increase of three millions upon last year's votes. The programme includes two first-class ironclads and two cruisers of a type similar to H M.S. Powerful.

The new additions to the Russian fleet will be allotted as follows: — Tbe Baltic, three warships, two cruisers, and eight torpedo boats; the Black Sea, two ironclads.
