UNIVERSITY COUNCIL.
A meeting of the University Council, held on Monday, was attended by Messrs E. B. Cargill (in the chair), G. G. Russell, D. R, White, R. L. Stanford, Dr Hocken, and the Hon. W. H. Reynolds. FINANCE COMMITTEE'S REPOIiT. The Finance Committee reported having met and passed for payment accounts amounting to £901 2s 6d. The bank bock showed a credit balance of £886 15s 3d. They had received a letter from Professor Black, dated November 2, and recommended the council to agree to the proposals contained therein. The Secretary read the letter from Professor Black, who stated that he was willing to make an effort to make the receipts from the laboratory students' fees and from fees for popular course of lectures on agricultural chemistry, and for Government work, meet all expenditure for chemicals and apparatus for the next five years. In connection with this he should like to recommend that as special students (not members of any class) working three or more hours par day — some of them worked six or seven hours— they should be charged £10 for the six months' course and £6 for a three "months' course, and that of these sums £4 and £2 respectively bo taken as for laboratory expenditure. This would bs the same as the charge in the University of Edinburgh for such students. The report was adopted. .REPORT OF COMMITTEE ON REDUCTIONS. A committee appointed to report with regard to reductions presented an interim report, and leave wa3 granted to the committee to sit again. INSTRUCTION IN POLITICAL ECONOMY, ETC. The committee appointed to report with regard to the teaching of political economy, recommended that the council arrange at once for instruction and examination in political economy ; that tho Macandrew Scholarship be offered at the close of the next session ; that applications be invited for the lectureship, the lecturer to receive the class fees, attendance at the class to count as half a class for terms ; notice accordingly to be inserted in the calendar. The committee further recommended that Mr "White's motion re laboratory classes counting for terms — as in the Medical School — be given effect to next year ; that for the future any proposed alteration or amendment made in the regulations now in force (page 48 Calendar) by the Professorial Board, shall be submitted for the concurrence and approval of the council before taking effect ; and that a regulation to this effect be inserted in tho definition of the powers and functions of the Professorial Board. —The report was adopted. THE LECTURER ON METALLURGY. Mr WilkiDSon, lecturer on metallurgy, having on a previous occasion written applying for an increase of salary, the council decided to reply to the effect that, while they recognised his valuable services, they regretted very much that they were unable to accede to his request at present. THE BENMORE RUN. A committee consisting of Messrs Cargill, Reynolds, and Russell was appointed to arrange for the re-leasing of the Benmore run.
