The action of the Government in creating an office so as to provide :i portfolio for Mr James Carroll as Native member at L4OO a year is strongly criticised here, especially as Ministers so frequently boast of their economical administration. The inclusion of a Native member in the Cabinet was first attempted by Sir Donald

M'Lean many years ago whilst a member of the Fox-Vogel Ministry, but the innovation was not considered altogether a success as it has not been acted on by any Ministry since 1879. Mr Carroll, however, will be of material assistance to the Government in debate as he is one of the best speakers in the House.
