RACING PROGRAMMES AND THE TOTALISATOR.

Colonial Secretary's Office, Wellington, June 3, 1891. Sir,— ln reference to my circular letter of the 21st January last upon tbe subject of the programme* put for ward by the minor racing associations in the colony, I am instructed by the Colonial Secretary to inform you that with a view of securing a uniformity in the treatment of the applications made by country clubs for the use of the totalisator, he has directed that the rules laid down in the enolosed memorandum shall for the future be observed in all applications for leave to use the totalisator at race meetings.— l have, &0.,~

Rules for the guidance of country clubs in making up their programmes, on which terms only licenses to use the totallsator will be granted. 1. Clubs holding one meeting in the year must give at least £100 per diem in stakes. (See rule 32.) 2. Clubs holding two meetings in the year must give an average of £200 per diem in stakes. (See rule 22.) If the usual 5 per oent. is deducted from the stakes an additional amount must given to as to leave these amounts net. 3. If there is more than one selling race in the programme of any one day's racing, the added money to the first of such races only shall be computed as part of the total added money. 4. When a novel race, in which the whole amount for which the winner is sold goes to the funds of the club, i« included in the programme of any day's racing, only one-half of the advertised amount of duch novel race will be computed as added money. 5. The added money in every programme must in all cases be at much at the net amount estimated to be received from the totalisator, having regard to the amount received as commission at the last corresponding meetings. (See rule 23.) 6. Application for license to use the totalisator at, any race meeting mutt be in the hands of "the Colonial Secretary, Wellington, at least three weeks prior to the date of said meeting. A programme, which must state that the same has been approved, by the metropolitan club in which said meeting is to be held, must accompany such application.
