THE TOTALISATOR RULES.

The sub-committee appointed by the conference to draft rules of tbe totalisator brought up their report, and the following rules were adopted :—

1. No dividend shall be paid out on any particular raoe until the horses have been duly weighed in, and until a quarter of an hour after the finish of the race, unless the stewards shall direct that tbe dividends be paid earlier. 2. The horse placed first by the judge shall be deemed the winner, unless a protest be lodged before the horses for the race have been weighed in , or within one quarter of an hour from th a finish of the race.. In case of a protest being so lodged within the time above specified, the totalieator money shall be held over until the protest is decided, and the money wi'l go with the stakes in accordance with said decision

3 No dividend will be paid except upon presentation of the ticket, and no defaced or damaged ticket will in any case be admissible unless certified to by the stewards. 4. Holders of winning tickets must claim their dividends within an hour after the last race, except when a protest has been lodged, in which case the stewarda will appoint a time and place for payment of dividends, bub in suoh event tbe holders of tickets on any horse in the race which may be subsequently declared the winner shall register suoh tickets with the secretary or his deputy within an hour after the last race of that day, otherwise they shall not be entitled to the dividend In any special case the stewards may direct a dividend to be paid, notwithstanding tbat the ticket has nob been presented or registered within the prescribed time. 5 la the event of a walk over, the amount paid on the purchase of each tioket will be returned less 10 per cent, to the holder of such ticket on production of tbe tioket. 6. If any ticket should be taken on a horse which does not weigh out, the stewards may, if they deem fit, order the amount paid on the purchase of eaoh ticket so taken to be repaid to 'the holder of such ticket, but otherwise money paid for tickets on scratched hones goes to the divTdon l, and will on no account be returned 7. 14. Bvery purchaser of a ticket and every holder of a ticket shall be deemed to have himself thoroughly acquainted with theie rules, and to have agreed to be bound hereby 15. A person applying for a tioket shall be deemed to have irrevocably constituted the workers of the totalisator, and each and every one of them, his agents and agent, to invest the money paid by him in advance to the workers of the totalisator, at the prloe of suoh ticket, on the horse named In such ticket and for the race named in sue') ticket, subjeot to these rules, and so oh as the money bo paid shall have been so inveeted, and the ticket issued to the purchaser, he shall have no rights other than those conferred by these rules on the holder of a tioket issued under these rules.

16. The workers of tbe totallsator shall not, nor shall any or either of them, nor shall the club or the stewards thereof, or any or either of them, be, or be deemed tojbe, stakeholders or stakeholder of the money paid ss the price of any ticket. 17. In the event of the holder or holder! of any ticket or tickets claiming the return of the cost of Buch ticket or tickets before the whole of the money is paid out on any race, the money to be paid out cm the winner will be reduced by the amounts bo claimed, pending the decision of a court of competent jurisdiction as to the rights of such holder or holders to the re -urn of his or their money, and tbe ultimate destination of the amount so deduoted will be deoided by the stewards.

18. Any purchaser or purchasers, holder or holder* of tioket or tickets, who shall claim the return of the oost of such ticnet or tiokets at any time after the horses have been given in charge of the starter, shall be deemed to be guilty of a fraudulent practice on the tutf, and be dealt with aecaidingly as provided by the Kules of Racing. 19. In the event of a race having to be run over again the totalisator shall not be reopened on that race.

20. Any starter who shall delay the start of any raoe after the advertised time of starting for the purpose or with the objeot of allowing further time for|investment of moneys in the totalisator, and any steward or official who shall instruct or induce or endewour to induce; any starter bo to delay a start for that purpose, or with that objeot; shall ba liable to disqualification. A metropolitan olub may receive and adjudicate upon any complaint of any oftVnce under this rule committed within its district, whether suoh complaint shall or shall not have been received, heard, or determined by the club at whose meeting a starter or other official shall be alleged to have committed the offence

21. If any State tax be levied upon the investments in the totalisator, the amount of tbe tax on the total for eaoh race shall be first deducted therefrom, and the commission of 10 per cent be computed upon the balance.

22. Immediately after the declaration of a dividend the amount of such dividend shall ba posted in a onsplcuous plaoe on or near the totalisator. 23. Should any dispute arise it shall be referred to the stewards; whose decision in all cases shall be final.
