WAIHEMO COUNTY COUNCIL.

The ordinary meeting of this counoil was held in the Counoil Chambers, Falmerston, on the llth, when there were present—The chairman (Mr A. D. Bell) and Crs T. Dent, J. B. Glower. J. Hartstonge, O. S. Hay, T. Mulr, A. M'Laren, D. M'Leod, and J. A. Eoberteon. DEPUTATIOKS. Mr John Neill waited on the counoil in reference to the road line between him and Mr Caldwell, the council at last meeting having instructed him to remove all obstructions thereon. He aßked members of the council to visit the locality, as the swing gate did no harm to Caldwell.— l he council suggested that Mr Neill should apply for permission to put up a gate at the other end of the road and thus throw it open to publio traffio. Thie he agreed to do at next meeting. Mr Flanagan, one of the village settlement settlers at Goodwood, asked to have the road leading to his section improved, and offered to lend a hand in carrying out the work. — The Chaihmak said that ', if all the settlers in tbe locality approached the ' counoil in the same liberal spliit their burdens would ' be materially lightened. — It was agreed to allow Mr i Flanagan £5 to do the work himself. FIN AN 08. ) The Finance Committe i ecommended the payment of aooounts for the month amounting to £187 0s 2d.— i Adopted. ' INSPECTOR'S REPORT. Maorae'a Biding.— ln this riding the surfaceman had been working on Clark'* road, and had put in two new culvert* in the flat, where there was about 60 to 80 chains unfenced. wliioh in wet weather was very swampy, and other portions rough, rooky, and steep ; and the bank would require to be raited j and widened bo ai to form an easier grade. The rest ! of tbe road was in good order.— Consideration to stand over. . , _ ! ' Bushy Biding.— Hewitt's application in this riding involved 18 ohains formation, one large oulvert, and . two small ones. A good road, could not be made, the tram line having to be followed, which was steep. ' In this riding, those oalled upon to do so had not cleared the gorse off road line opposite their pro-; parties. The surfaceman had been improving the, old Lime Kiln road to Shag Point, for which ,40 91nj pipes had been obtained for culverts required, All, the other roads were in good order.— Keceived. ; Meadowbank Biding.— ln this riding the contract! for gravelling the Main road had been finished, 1 which had greatly improved the road. ,The Alex-' andra road was being re-formed. The Mount Royal road had been finished and an outlet to Pleasant river made available without much difficulty. In removing the fence an uuforeseen 'difficulty had arisen. There were six chains of a boundary road between Meadowbank and Mount Boyal properties,,' paid for equally by the occupiers, and ,Mr Hitohie objected to its removal, and the contractor* bad to be stopped, and six and a-half ohains of a new fence would have to be erected. Tbe Taieri Peak road had been formed, tbe oulvert lengthened, and a wall built at Deep Gully to make a good and permanent job. The inspector was authorised to obtain material and to ereot the fanoe. COBBKSPONDKNOK. The Chief Surveyor, Dunedin, wrote requesting the council to furnish him, on or before the 30th inst., with a report on the roads opened during the year to give access to unsold lands within tbe county. -The information to be supplied The General Survey Office, Wellington, applied! for information as to the total length and character) of roads constuoted or improved during the period from Ist April 1889 to 31st March 1890, with money granted and paid to the council by tbe Government. — Tbe information to be supplied. Mr J. D. Bltchie, Mount Boyal, wrote in reference to the removal and re-erection of fence on Taieri Peak road, with tracing showing the position of the, same.— Beceived Mr S. Calcutt, Goodwood, wrote calling the attention of the council to the presence of " a wretched crippled horse" in the district road at intervals during tbe past two or three months.— As the council understood the animal had been shot, it was deemed unnecessary to take further action. Mr F. Graham, agent for Messrs Allen Brothers. Duuedin, wrote stating that certain land referred to by tbe council at Shag Point bad been leased to Mi Thomas Lindsay, from whom particulars as to rates could bs obtained.— Keceived. The secretary of the Dunb*ck School Committee wrote drawing attention to the state of the lagoon at present existing opposite the schoolhouse, it beiog considered injurious to the health of children attending the sohool and residents in the neighbour-hood.--The matter was referred to the inspectorto pub in pipes and deepen the ditch to enable the water to get into culvert. The Treasury, Wellington, intimated that the following sums had been paid into the Colonial Bank, Palmerston, to the credit of the council:— £'.HO, grant for bridge ovor the Taieri river ; £78, grant for forming r ads on run 210 ; and 6s coldflelds revenue. Received. Mrs A. Crawford, Shag Valley.lasked the council to widen the main road opposite her hotel.— Referred to the inspector to have thfl matter attended to. j The Treanury, Wellington, wrote In reply, that two sums charged for the collection of revenue— viz., £2 17s 9d. wa» for the half yf>ar ended 30th September 1889, on £115 9a 6d, and £1 15s lOd for the next half 3 ear on £71 15s 6d. By an oversight the former amount had not, been deducted at the propsr time, which accounted for the two charges being made co near together.— cceived. The head master, Oiatrict High School, nroto enclosing copy of letter from the secretary of the Education Board, which stated that all school build ingp, &c, were exempt from rates and taxes ; and if there lud been any alteration iv the law during 1-tt session of Parliament, he was not aware of it It was pointed out that in a recent c;.t e at Mosgiel th > magistrate had decided that thß tesober was not entitled to pay rates on the school residence.— The council decided to take no furthi r action The Chairman of tbe Mani< toto County Council and the County Engineer wrote in reference to some oomLlaintß by the Waiherao chairman as to the construction of the Oupburn bridge and tbe manner in which the contract wao bt-ing carried out. After having inspected the bridge, the chairman said he was perfectly satisfied with the work and the manner in which the contract was being carried out and also that what the engineer had done for

the best, and met with his approval.— The council passed the following resolution in reference to the matter s— " That in the opinion pf this counoil the explanation of the Maniototo County engineer with regard to the foundations of the Oupburn bridge is unsatisfactory and alarming, and that the council cannot regard the structure as presenting the security against danger by floods and otherwise whloh this counoil was careful to provide by the plans and specifications submitted by them ; that as the bridge has been constructed out of funds entrusted by tho Government to the care of this council, it U desirable that the opinion of this counoil, as above, be formally communioated to the Maniototo County Counoil." GENERAL. The counoil resolved to take the necessary steps to olobo certain roads in the county. It was resolved that all unpaid rates be banded in to the county solicitor for collection. OONTBAOTS. ' The following tender* were opened, and the lowest accepted)— Contract 152, formation at Sailors'outting—William Uaker, £198; William Dodd, £305; Peter Lunham, £211 ; Johu Rendall, £396 ; William Ellison, £436. Contract 153. sinking public well at Maoraei-- Flynn and Grogan, £23 16i; Joseph White, £34 10s ; George Oookerill, £39 10s.

The board, however, considered an 'infringement waa taking place. Mr Saanders moved — " That the resolution granting six months' leave of absence on half pay to Mr koss, second master of the Lyttelton school, be rescinded, as it formed a dangerous precedent." The board declined to rescind it, whereupon Messrs Saanders, T. S. Weston, and Anson resigned their positions on the Appointments Committee. ..
