Stephen Gason wrote surrendering his deferred "payment section 16, block IV, Makarewa.—Accepted, '" : James Millar (Dalmofe) inquired if section 10, block V, Longwood, had been thrown open for application.— As the previous holder had not gone through the form of surrender the matter was referred to the ranger for report. - Thomas Gibson requested that reserved sec? tion 50, block 11, Seaward Bush, be thrown open for selection.— The Chairman stated that several parties had applied to have this done, but it was not desirable.— Declined. William Crowe (Balfour) wrote asking that his deferred payment section, 641, Hokoriui, be declared forfeited, ' as the Mataura river had changed its course, and he was unable to use the land. He stated that 50 acres of his best crop had been washed away and he had lost 70 lambs' and several fences. A similar application was received from Frank Collins (Balfour) resection 642. — Sections declared forfeited. The Chairman remarked that these cases would be considered again when the ranger valued thd improvements. ■ James Hymers offered 10s per annum for the lease of section 5, block XXIII, Athol, if he were allowed permission to remove the improvements on leaving. — Granted from year to year. George Chick (Port Chalmers) applied for a piece of bush land at Otara, nearly opposite where the Welman dredge is at work.— Referred to the Survey department to report. James Riddle applied to capitalise section 9, block V, Otara.— Sanctioned. W. R. Cameron, manager of Benmore station,' wrote asking permission to occupy section 635,' Hokonui, adjoining the station, and offered to keep it clear of rabbits in consideration.-—Per-mission to take charge granted. & : James M*Kenzie(Pukerau) wrote stating that being satisfied there was,no lignite on the area on section 29, block VI, Waikaka, held by him,' he would apply for permission to prospect onj another area.— To bs informed that a licence to' .occupy one acre would be granted in block VI,; on condition that the area was located within' one mouth from date. t H. Massey wrote acknowledging receipt of a notice of the expiry of the time allowed him for removal of timber on sections held by him in Makarewa township.— Mr Massey, who appeared before the board, stated, that he had paid cash for the timber two years ago, and was under the impression that he would receive six months' notice to leave the land.— ln connection with this Mr Harvey, on behalf of Mr Mackie, contended that Mr Massey had no right to hold the land any longer, as the time allowed him by the board had expired. His client had, sent in an application for three sections in the area, which the clerk refused to receive. — The Chairman pointed out that no land could be applied for until legal notice had been given that it was no longer under reservation.— Mr Harvey denied the power of the board to withhold the sections from application, seeing that they had not been gazetted as reserved.—The Chairman remarked that the* perpetual leasing system was injudicious in cases where parties that were interested in sawmilling applied for bush land merely for the pur- , | pose of getting the timber.— Mr Mackie affirmed I his intention to settle on the land and assured the chairman that he would find his way to the ! section without asking the board for roads, &c.— ' Mr Denniston said the matter resolved itself ; into this : that the Minister had withdrawn the land from sale, and jf he was within his powers ' in so doing, the land was reserved and could be I dealt with .only as reserved land. — Mr Cowan , said it was not for them to question the legality of the Minister's aotion.— Mr Denniston rejoined that Mr Harvey had questioned the right of the Minister and it was the only ground on which he ! had to stand. — Mr Massey said he would be glad to surrender section 9, if the timber had been cut therefrom ; but at all events he would do his best to remove it if he were allowed six months longer.— After further discussion it was resolved, on the motion of Mr Cowan, that Mr Massey be allowed six months Urom date to remove the timber from sections 7, 8, and 9, Makarewa township.—Mr Harvey asked that his protest against the decision should be minuted. Rev.'S. B. Fellows wrote requesting that; steps be taken to allow him to purchase an acre on the gravel reserve near Drummond for the purpose of building a Wesleyan church thereon.— •Ranger to visit and select 20 acres for gravel purposes, the remainder to be thrown open for sale. The Ranger reported on section 8, block XXV, East Gore, held by William Bowie. His house had beeD burned down some time ago, when he had to remove with his family to an adjoining settler's house. The ranger had not been able to ascertain whether he intended to abandon the section or not. — Report received. The Town Clerk of Gordon wrote asking that sections 1 and 2, block 111, be vested in the corporation for road purposes.— Referred to the chief commissioner. Several deferred payment settlers in the Waimafcuku and other districts applied for reductions in their rents, which they considered excessive. — Received. 1 Allan M'Dowall, whose grazing run was declared forfeited at last meeting of the board, forwarded the amount of arrears, and asked to be reinstated as a leaseholder.— Previous resolution to be rescinded and applicant to be reinstated. Captain Abbot applied to lease the Snares Islands for the purpose of procuring guano.— Referred to the chief commissioner, with power to act. The Under-secretary forwarded memos. notifying (1) that Run 441 was open for release at an upset of £2 10s ; (2) that Sandy Point had been vested in the Corporation of Invercargill as a recreation ground under the Public Domains Act 1881 ; and (3) that certain land was temporarily reserved as a school site. C. J. Thurston requested that the perpetual lease thirds accruing on sections 5, 6, 7, and 8, i block 11, Wendonside, be expended on a water 3 race reserve.— Referred to the Ofeago School < Commissioners, the power lying with them. * t

The Receiver of Land Revenue having reported that rents were fa arrear on Runs 438 to 452, 420, and 6, it was recommended that they be declared forfeited. W. T. Sinclair applied to lease section 365, Taringatura.— Granted, subject to favourable report of the ranger. William Winning applied to have section 47, block 111, Tuturau, transferred from himself to George Hannah.— To be allowed on payment of .all fees due. The dtago and . Southland Investment Company wrote applying to purchase 80 acres at 'Healerldge (Hokonui), and the Ranger submitted a report on the same. — Government to be re* commended to have the section surveyed and offered at an upset' of 20a. ■ ; Ranger Mussen reported in respect of the com* plaint of Michael Gilforde (Waikaka) that the horses'and cattle causing the nuisances had now been removftd. — Received. William Irwin applied for 200 acres of open land in the Hokonui Forest Preservation Reserve. —Granted, at a rental of £5. William Crow (Wairio) asked permissfoft tocut flax on the banks of the Aparima between >Ooauta'u and Wrey's Bush. — Refused ; application too indefinite.George Prior applied for permission to erect a building at Port Pegasus. — The Chairman stated that he had given permission in this case, and suggested that he should receive authority from the board to deal with similar applications in which the conditions were satisfactory. — A quarter of an acre was granted to Gi Prior ; and a motion giving the chief commissioner authority to deal with similar applications passed. ' i The following applications to complete purchase were granted : — Thomas Marshall, section 29, block 11, Seaward Bush ; William Bennison, section 574, Hokonui ; Dugald Wright, section 56, block I, Seaward Bush ; M. Mischa, section 3, block V, Makarewa. The chairman was recommended to grant the following water rights :— Chris. Basstian (junior) and others, six heads from Pegasus creek, first rights G. J. A. Richardson, six heads from Haldane's creek (Otara), outside of the goldfields ; William Smith, four heads from Scofiay's creek, Pegasus, first right ; Fraser and others 12 heads from Longuet's creek, Pegasus, first right; Glennie and party, two heads from Goodlet's creek, Pegasus, first right; John M'Gaw, four heads from Scollay's creek, Pegasus, below head of Smith's race, second right.
