CLUTHA COUNTY COUNCIL.

The above council met at Balclutha on Friday afternoon. There were present— Mr W. Hay (chairman), and O:s Hunter, Christie, Bradfield, M'Lachlan, Mackenzie, Scott, and Dallas. H. S, Reunert wrote asking au extension of lilb leave of absence for a month.— Granted. 'JLhe Property Tax Commissioner called the council's attention to clause 7 of " Ihe Crown and Native Lands R ting Act Repeal Act 1888," compliance with the term* of which was uecessai-y before any moneys can be paid by the Ciovernment in respect of rates on Native, lands. — Received. The Secretary Public Works department forwarded copy of a bill to amend (he Public Works Acts which it is proposed to introduce into Parliament at its next session, and asking, if the council see 3 any objections thereto, to communicate the same to the Minister in sufficient time to enable them to receive full consideration during the present recess.—Coneideration of matter to stand over till next meetiug. The Surveyor-general wrote referring to the vote Of £1000 for the road Kelso to Waikaka, and asking the council to state specifically what work it thinks thould be done.— lt was resolved, on the motion of Or Mackenzie, seconded by Cr Dallas—" That the engineer prepare a tracing of the new road, with a statement of the nature of the work proposed, and forward the Bame to the Surveyor-general." The Chief Surveyor, Dunedin, intimated that the Minister of Lands had sanctioned the payment by the Government of the costs of advertising, &c. that may be found neces ary in connection with road closing and opening in the Glenomaru Survey district. — Matter lett in the hands of chairman. Mr A. O. Begg, as agent for Mr John Douglas, ! wrote that the rates on his Pomahaka land be ex- j pended on the road leading from Clinton to the property. This, he explained, was the only road by which the property was conveniently reached, and It got into a very bad state during every winter. The ntt?s— £s7 a year— had been paid for many years, while only a Email proportion of tho amount had been expended on the road referred to.— Cr Scott moved— " 'lhat the sum of £40 be spent in forming and metalling the road known as the Popotunoa station road, and that the sum be charged to Pomahaka riding." Seconded by Cr Mackenzie.— Cr Hunter strongly opposed the vote on the ground that ib was using tho fundß of the Pomahaka riding for making roads in the Clinton riding. He explained that it was the New Zealand and Australian Land Company and not Mr Douglas who paid the rates, and they did not wish them expended on this road. --Or Cmusi'iEendorsed Or Hunter's contention. On being put to the meeting the motion was carried. Robert M'Kinnon, Kuriwao, wrote that he was about to fence in section 11, block 11, Upper Owake. This would stop the traffic which at present went through his property. Culverts were required to make the road line passable.— On the motion of Cr Bkadfikld, the clerk was instructed to reply that the necessary culverts would be constructed at once. Peer Robertson wrote regarding the condition of the road from Arthurtou to Olson s.— On motion of Or Mackenzie matter to stand over till the rates are collected. H. Heckler. Glenfalloch, again asked the council to remove the gorse from off the road line adjoining bis property.— Cr Chuistie said three years elapsed eince the council had passed a resolution that Mr Heckler be summoned to compel him to remove this gorse. Their solicitor, however, advises that the council has a very bad case, and he (Cr Christie) thought the county revenue would be spent to better purpose in removing the gorse rather than in paying 1 law expenses. He moved accordingly. — Agreed to. John Boyle, Clinton, asked the council to repair the road between Boundary creek and the Waipahi river. — Referred to the engineer with power to act, Robert Lamb, Clinton, made a similar request with reference to the road leading to his property.— Engineer to attend to matter. William Stewart, Waiwera, preferred a similar request.— On the motion of Or Scott it was agreed to expend £20 in forming and metalling the road. Messrs M'Phee and Co. asked permission to make a tramway crossing on the road at Glenomaru.— Granted, subject to the engineer's supervision. Richard Irving wrote that he and Mr Blaokie were willing to do the carting required in connection with metalling a portion of Hillfoot road.— On the motion of Cr Scott it was agreed that four chains of the road be formed and metalled, Mr Blacklock agreeing to give the metal and Messrs Irving and Blackie carting it free of charge. Mr David Wood asked to be informed whether anything had been done towards a settlement regarding the road through his property at Warepa. — Cr Chuistie objected to the council being in any way mixed up in the dispute which should be settled by the parties themselves.— No action to be taken. William Brooks, Waiwera, wrote withdrawing an offer he had made for a settlement of the action instituted against him by tho council. He now wished the case to be proceeded with. — Received. Mr Donald Henderson wrote asking the council to implement an agreement entered into with him by the late South Molyneux Road Board by which he was to get that portion- 1 of the Block road running north and south at tho west end of sections 2, 4, and 6, block IX, as compensation for that portion of the Aui'okika road running through sections 9 and 11, block XVl.— Matter left in hands of chairman. Tho Clutha River Board asked to be advised regarding an application by David Chalmers, Kuriwao, to have a portion of the road Clinton to Catlius river made passable.— Referred to the engineer to report. 110 ADS AND WORKS. Tho Mngineer reported that tenders had been called for certain works as instructed ; that the surfacing of clay roads had been retarded by occasional heavy rains, and that unusually high floods had occurred in the Waikioikoi and Maokenzio erf eks. On Borne portiou3 of the Koi road the gravel hat been washed off, and at one place a culvert had got choked and half the embanhment was cut through. On the Kelso-Pukerau rosd the water had cut a passage behind the sheeting on one side of the bridge at the boundary ol Kelso township ; but fortunately the surfacomen had been on the outlook and took precautionary measures, and had the roads made p,\ssable as soon as possible, so that no accident and uo unnecessary delay of traffic took place. A few loads of stone will bo required at ihe bridge at the boundary of Kelso township, or some planking, to prevent the water scouting the earth behind the gsiles. — The report was adopted. Cr Rodektson moved, seconded by Cr Macicknzie—"That the engineer be instructed to construct a culvert on Valley creek, new survey, Papanui-Gore road, known as White's crossing."— Carried. Cr Hunter moved, seconded by Cr Christie— " That £150 be spent in metalling the maiu road through Cliftou estate, at the north end of the present contract." -Carried. Cr Bkadfisld moved, seconded by Cr M'Laculan — " That tenders be called for the completion- of Banks' road, South Molyneux riding, at new bridge ; engineer to keep estimate within £sn."— (Tarried. Cr Chiustie moved, seconded by Or Hunter— "That the engineer c »ll for maintenance metal for Port Molyneux to Balclutha road, between the Wtutepeka station and Fletcher's corner ; cost nofc to exceed £40." 0/ Christie moved and Cr Braofield seconded— " That the engineer call for tenders for clearing off gorse from back of Bu3h road ; tenders to be opened at next meeting of council "—Carried. Cr M'Lacitlax moved and Cr Robertson seconded — " That the engineer be instructed to call tenders for five chains of metalling on Main South road, opposite MrTolmie'ssheepyard; tenders to be opened at next meeting of council." -Carried. Cr Bhadfield moved and CrM'LACHLAN seconded — " That Me*3rs Tu'loch a-id Lowden be" allowed to cut flax o\ South M-ilyneux reserve."— Carried. Or Christie moved, and Cr Hunter seconded— " That the engineer c-tll tenders for formation of road between ICaihiku bridge and Mill road, provi.led the amount does not exceed £8, half to be paid by the Clinton riding-" The following tenders were accepted :— Contract No. 337, formation and metalling Pomahika riding, W. M'Googan, £19; No. 333, Ashley Downs, new road," W. Miller. £11 103 ; No 33-1, Old Lake road, formation, W. M'Googan, £23 IBs ; No. 240, Old Lake road, metalling, Messrs Chirnside and Lewin, £29 17s 6d; No. 3 U. road at Fish Ponds, Clinton, Chalmers Brothers, £19 10s ; No. 312, Tolmle's new road, Wairnna. W. M'Googan, £52 14s; No. 243, Victch'o road, Ulchaidaon riding, Thomas Chalmers and Son, £35 lls 3d; No. 244, road, Clinton riding. P. Drummoud and Sons, £15. MISCELLANEOUS. The Finance Commissioner recommended payment of the monthly pay sheet, amounting to £73 18s 10d.— Adopted. On the motion of Cr M'Kenzie, seconded by Cr Robkhtson it was agreed— "That the time for reporting the terms on which the settlers owning land along the new line of road, petitioned for by John Cleghorn and others, in Glenkenick, are willing to accept for the land required be extended till next meeting of the council." An application by R. Melrose for a slaughtering license was granted. On the motion of Cr Christie, it was agreed to allow the chairman £30 for travelling expenses for the past year. It was agreed on the motion of Cr M'Kenzik, seconded by Cr Scott — " That the annual meeting of the council be adjourned by the clerk till the usual day of meeting— last Friday of the month."
