Once again it is necessary to draw attention to the conditions necessary to be observed, as in several instances this week stamps alone have been sent with no addressed envelope accompanying them. If in these instances correspondents loose their photos, they have themselves alone to blame, as I have so often Baid I will not be responsible unless the conditions are carried out. As I consider each photo I enclose it in the envelope for its return, and it is done with. I cannot distinguish one from another half an hour afterwards, so many being received.
