WAIKOUAITI COUNTY COUNCIL.
The ordinary meeting of this county council was, held in the Council Chambers, Hawksbury, on Friday last, at which there were present The Chairman (Mr James. Green), and CrsJ Crickmore, R. Jefferis, J. Mawson, and J. D Ritchie.
PETITION.
Mr Golightly and eight other settlers in the Heyward Point district petitioned the council to have the Heyward's Point road, opposite sections 9 and 10, block V, North Harbour and Blueskin, repaired. — It was decided to call for tenders for metalling about 17 chains of the road, on condition that the settlers consented to cart the stone for the same ; their reply to be received in. the affirmative before the acceptance of tenders.
FINANCE.
The Finance Committee reported the ex amination of accounts for the month amounting to £227 28, which they recommended the council to pass for payment. CONTRACTS.
The following tenders were opened, and the lowest in each case (except contract 279) accepted :— Contract 277— Supply of 50yds of metal for Sawyers' Bay road : George Styles, 4s 6d per yard ; F. J. Harkness, 4s 3d per yard. Contract 278— Forming portion of road through Native reserve, Purakanui : John Driver, £9 2s 6d ; Charles Bond, £8 Bs. Contract 279—Forming track from beach to Maori reserve, Purakanui: J. Driver, £9; W. Stewart, £8 10s; Charles Bond, £8 Bs. (The committee recommended that no tender be accepted for this contract, but that the deviation of road line and conveyance of new road be completed at once.) Contract 280 — Forming portion of road to run 171e: W. Ellison, £27 10s ; Ward and Williameon, £29 105 ; A. Catherwood, £40 ; W. Kendall, £49105; T. Hourston, £57 10s.
CLAIM FOE COMPENSATION.
In reference to a claim madeby Mr _ James Bruce for compensation for injuries received on the Mill road in May 1884, the .committee ap-

The whole of the contract would prpbably be completed by the end of July next. cThe quantity of latid benefitedundet the. circumstances was very small, aa the direction of the road in the Huitimodkside district confined to a Harrow, atea* and the yote for opening vnbal'tiii and'iflS.tfas not sufficient to complete the road to a point wherti tdUoh benefit cotdd belgot at present ; but on the completion of the 80 Ichains, about 16,000 acres would have a fait road for, the traffic required. — The report was received and .the clerk was instructed to forward a qopy to the chief surveyor 1 * The County Roads.-rWith respect to" these rodds the Inspector reported that during the ea^ly part of the month they, were in good condition, but the heavy rains of the last fortnight had softened them very; much, most of the bush roads being in a Very bad state. The report gave particulars of the various roads injured by recent rains. — The report was adopted, and the Inspector instructed to prepare plans and specifications bynext meeting for renewing the culvert near Mr Johnston's, in Hawksbury riding. - . Aa application having been made by Messrs Julien and Peters to quarry and remove about 2000 yards of rotten rock for metalling the dock endowment reclamation, Port Chalmers, the Inspector reported that the portion of road on which they proposed to work was in front of section 8J block I, Lower Harbour, at a place where the formation had been carried below high water mark, and if the work were carried out in such a manner as would ensure the widening of the road where it would be most beneficial, he recommended the application should be granted, subject. to the condition that the material was only taken from such place and in such manner ' as might be pointed out from time to time by him as the work proceeded, and the rubbish deI posited inside the embankment which had been formed below high water mark, to widen that part .of, the i road. — The report was received and the application granted in terms thereof. • EOAD AT BEACONSPIELD.
The Committee appointed to visit and examine ;he read passing section 78, block I, Waikouaiti survey district, reported that they had made an exhaustive inspection of the closed road line as well as of the suggested road, and were unanimously of opinion that the closed line was of no use' as a road, being so situated that no expenditure would make it suitable for even sledge
traffic. If any road .were to be constructed leading from Mr John Porteous' property to the Omimi .railway station, the right to make it would either have to be acquired by private treaty or taken under the Public Works Act. Under these circumstances the committee had no recommendation to make. — The report was received. •
COBBESPONDENCB.
From Mr Chas. Hoad, Waikouaiti, asking the council to have the district road passing through Wright's property at Blueskin repaired. — Referred to the inspector to get some improvements effected if it could be done by the surfacemen ; if not, then to report to the council at next meeting. From Mr A. Affleck, secretary to the Waikouaiti Masonic lodge, applying for the use of the shop under the. council chambers known as the old post office for lodge purposes for a term of years.— The application was granted, subject to the payment of £4 for the first year's rent and £5 per annum thereafter. I*rom Mr G. E. Charlton, secretary to the Omimi Dairy Factory Company, applying for assistance towards forming a road to the factory building. — Referred to the inspector to report at next meeting. From Mr G. T. Read, Omimi, requesting the council to have the road line intersecting section 79,;b10ck I, Waikouaiti, 1 conveyed to him as promised by the late road board. — Received; the, writer to be informed that all expedition on the part of the council would be used to carry* out' the late road board's undertakings. From Mr H. Clark, Blueskin, drawing attention to the bad state of the road leading from his property to the Waitati township. — Referred to the inspector to have the worst portions of road improved. From the Chief Surveyor, Dunedin, requesting to be furnished with a report on the roads to open up Crown lands for sale within the county for the year ending 30th June 1887, with the approximate area of Crown lands opened up, specifying the locality of each work. — The olerk was instructed to furnish the information. From the Crown Lands department, Dunedin, furnishing statement of amounts due the county in respect of the receipts from deferred payment land sales from Ist August 1886 to' 31st January 1887 ; from perpetual lease rents from Ist January 1886 to 31st' January 1887 ; and from small grazing runs to 31st January 1887, amounting in the aggregate to £175 12s, Id, which was? made up as follows: — Deferred payments (Budle district), £30 6s; perpetual leases— Hummockside, £67 9s 3d; Waikouaiti, £4 8s 4d ; small grazing runs— Silver Peak, £27 13s 3d; Hummockside, £28, 0s 2d; Waikouaiti, £17 15s Id.— Received, and plans showing proposed roads on which the council desired to. expend the money to be forwarded to the Land Board for approval, in terms of the "Land Act 1886." .
From Messrs Stewart, Holmes, and Denniston, solicitors, Dunedin, asking the to give effect to an agreement made by Mr Edward Campbell with the Blueskin Road Board to exchange road line s in section 9, block VII, North Harbour and Blueskin district. — The council
disclaimed any knowledge of any deviation having'been agreed to by the late Blueskin Road Board, but would endeavon? to find out from the board's books and advise thereon. From Mr t W. Young, Purakanui, objecting to the council forming the road from the beach to the {main road, Purakanui, until they had completed their agreement with him in reference to the transfer of the road. — Received. From W. A. Douglas, Heyward's Point, drawing attention to the present state of the road

' From the Property Tax Commissioner, Wellington, intimating that he had sent to the Treasury a voucher for the payment of £72 5s id/ rates on Crown lands for. the year 1886-87, payable under •' The Crown and Native Lands Rating Act l&82. n ~Eeceived. ' ~ From Messrs Mullany and Sons, Morton, applying for permission to cut a ditch within the; boundary of the Main North road, opposite their prtoferty, for drainage purposes.— The application was granted. , : From Mr J. Cameron, Waitati, requesting the cWmqfl to improve the road from Mr Thomson a to the Waitati saddle.— The council decided that thdy could tlot comply with the request. _ From Mr D. fcrent, mayor of Maori Hill, objecting to the issue cf a slaughtering license to 'Mr Chipps.— The clerk was instructed to rSjily that the council would decline to issue the lic^e. He was also instructed to inform Mr Chipps that as the Maori Hill borough Council objected to the granting of the license, the Council declined to issue, it. The council then adjourned.
