Lord George Hamilton, First Lord of the Admiralty, with a party of delegates to the C'olouial Conference, has gone on a visit to Portsmouth to inspect the jdockyards and warsbips in course of construction. Sir George Trevelyan has addressed a letter to the papers in which he expresses his strong disapproval of certain clauses of the Irish Crimes Bill. The weather is unfavourable for the crops. The Times states that the objections to Admiral Tryon's scheme of colonial defence are almost subversive to common action, and considers that tho demands of the colonies for defences are not unreasonable. The article urges a speedy settlement. Speaking at Edinburgh, Mr Chamberlain made a bold denunciation of Mr Gladstone's alliances and associates, characterising them as criminals. It is reported that the Czar was wounded in the arm during the attempt which was made on his life on March 29 at Gatschina. A conspiracy exists to assassinate the prefects and commanders at Shumla, Varna, and Sofia and the Bulgarian War Minister, as a prelude to a rising. Mr Smith announced in the House of Commons that the statement that a grant of one million would be asked for the Imperial Institute was a canard. A French resident has been installed in the Comoro Islands, between Madagascar and Africa. April 18. Baron Nordenskjold, who purposes leading an expedition to the Antarctic, hopes to start about Christmas. M. Mourens, French Minister of Foreign Affairs, opened the Astronomy Congress. The financial condition of Bulgaria is becoming more critical. The attempt to float a loan on the European market in order to meet the more pressing engagements has entirely failed, and the Regents are now arranging to mortgage the Rustchuk railway. In his speech at Edinburgh, the Marquis of Hartington said that the time had not yet arrived for a satisfactory solution of the Irish difficulty. He urged that prior to any feasible attempt being made to influence the Irish party or to sacrifice the integrity of the Empire it would be necessary for that party to overthrow their revolutionary principles. The Daily News advocates the establishment of a system of penny postage. Mr Deakin is inquiring into the general working" of the English prisons and asylums. The French press have resumed a furious onslaught on England. The charges comprise quite a variety of sins against the French nation. April 19. The Daily Telegraph announces the suspension of Messrs Mann and Stogdale, Australian merchants. The liabilities are estimated at £80,000 to £100,000.
