BRITISH AND FOREIGN. (Reuteb's Telegrams.) London, April 12. Volunteer manoeuvres on an extensive scale took place yesterday at Dover and Eastbourne. Large forces were in the field, and the manoeuvres are pronounced to have been unusually successful. The Duke of Cambridge has issued an order of the day in whioh he warmly praises the appearance of the men and the way the evolutions were performed. I Adelaide wheat i 3 at 36s 6d; flour, 255; New Zealand wheat — lowest qualities 335, best qualities 37s 6d ; Australian beef tallow, 23s 6d; mutton tallow, 25s 6d. The present series of colonial wool auctions close on the 23rd inst. The mails, per Potosi (Melbourne, March 4) were delivered in London to-day via Naples. April 13. Sir Arthur Peel, Speaker of the House of Commons, who was indisposed, has now been able to resume his duties. The British and Russian Governments have arrived at an agieement in principle regarding the Russo- Afghan boundary. Russia's claim to the Oxus has been allowed, and she will compensate the Afghans by the rectification of the frontier. The Anglo-Russian Commission will arrange details. Alexandria, April 12. News is to hand from Wady Haifa that four envoys from the Mahdi's successor at Khartoum have been allowed to pass on their way to Cairo, bearing letters for the Queen, the Khedive, and the Sultan. Nothing is known as to the object of the mission.. St. Petersburg, April 12. A difficulty has arisen between M. de Giers, Minister of Foreign Affairs, and M. Katakoff, editor of the Moscow Gazette, and all attempts at a reconciliation have so far failed. ' (Special to Press Association.) London, April 13. Lord Salisbury has declined to consider a proposal for a return to Protection in England, but expressed himself well-disposed towards the adoption of differential duties in favour of colonial against foreign produce. News from Afghanistan is producing a feeling of uneasiness. Many reports are curren£ which cannot be relied upon, but activity by the Russians is well' assured. They are reported to be collecting stores on the Afghan frontier. with a view of making ft descent upon Herat. The Irish bishops have received instructions from the Pope not .to take part in theNationalist agitation.' The Daily News announces that M. de Giers, Russian Minister of Foreign Affairs, has resigned, and will probably be succeeded by General Ignatieff . "' ' '.;'♦", ' .
