BRITISH AND FOREIGN. (Reuteb's Telegrams.)

London, December 23. A formal scheme for the establishment of the Imperial Institute has been issued. It is based upon the agreement recently arrived at between the Agents*general and the Prince of Wales' committee. The Agentsgeneral have expressed their approval of the details of the scheme. A fire broke out in Liverpool yesterday at Lewis' Bonne Marche. The premises and contents, which included ajvaluable menagerie, were burned to the ground. The loss is estimated at £300,000.

December 25. Orders have been Tssued for the immediate ■withdrawal of 4000 British troops from Egypt.

Lisbon, December 25. A collision occurred on the'Tagus between the British ironclad Sultan and the vessel Ville de Victoria.
