REPORTED PREPARATIONS FOR WAR.

Numerous vague rumours are circulated as to the increased armaments by Austria and Bussia, %vho are reported to be preparing for war in the ensuing spring.

An article appears in the Berlin Post, supposed to be inspired by the Government, stating that Germany cannot rely on the friendship of Eussia whilst the latter continues to mass troops on the frontier and to coqvtet with France.
With the exception of the Daily News, the EngVsh press consider that, the situation on the Continent is becoming grave.

Prince Alexander has returned to Darmstadt.
The Bulgarian delegates who started on a mission to the various European Powers explaining the dispute in connection with Russia will arrive in London on the 29bh inst.
The statement that the Porte had recalled Gadban Effendi, the Turkish envoy in Bulgaria, is incorrect ; but he has been instructed to moderate his attitude towards the Regency.
