(Reuter's Special.) London, July 20th. In the House of Commons last night the Arrears of Rents in Ireland Bill, providing for the payment by the State of a portion of the arrears due by tenants, such payments to be taken out of the surplus funds of the Irish Church, was again under consideration in Committee. After further discussion the whole of the clauses were agreed to, and th 6 measure was passed through Committee. Consols are unchanged at 99£. The bank rate of discount remains at 3 per cent.' The market rate has been reduced to 2£ per cent. New ' Zealand securities are without quotable change. There are no alterations in the market for Colonial breadstuffs or tallow. The further opening up of the Orient's cargo shows that the meat is for the most part very lean. Ten per cent, of the cargo has become mildewed during the voyage. _ For sound carcases full prices are being maintained. The homeward Suez mails, which left Melbourne on the 6th June, were delivered in London to-day. July 21st. Consols are unchanged at 995. The total reserve in the Bank of England in notes and bullion is £12,750,000, being £250,000 below the reserve of last week. The total quantity of wheat afloat for Great Britain is 1,980,000 quarters. Adelaide flour (ex store) has fallen to 37s 6d. Adelaide and New Zealand wheat remain at 52s and 50s respectively. Australian tallow has advanced Is per cwt ; best beef being 44s 6d, and best mutton 45s 6d. TKe Rev. Father Luck, of Ramsgate College, has fceen appointed to, the Catholic bishopric of Auckland. There are no changes to report in New Zealand securities or in the markets for Colonial breadstuffs and tallow. The National Bank of New Zealand has declared a dividend of 8 per cent, for the past half-year, and carries forward £14,000 to the reserve fund. The following are special messages to Melbourne papers, which we have received by cftbls ••—" London, July 22nd. Feuds have broken out in Zululand, and the population of a village were massacred. The excuse offered is that John Dunn has increased the taxes. It is reported that a manufacturer named Holgate has admitted having made 40 clockwork machines for the Fenians in America, some of them being those lately found at Liver- ' pool in barrels of cement. A. M'Kenzie, J. H. Shakespeare, J. S. Rodgers, D. A. and W. Evans have been charged with conspiring to defraud. ' They had connection with an advertising agency professing to disqover next of kin and heirs to unclaimed properties. They were found guilty at Manchester assizes,' and each sentenced to two years' imprisonment. Bradlaugh, together with other publishers 1 of Fre'ethought journals, has been committed for trial on a charge of issuing blasphemous publications. . ' ' The Right Hon. John David Fitzgerald, Judge of the Queen's Bench Division of High Courts of Justice, Ireland, recently appointed Lord of Appeal in Ordinary, has resigned his seat on the Bench, refusing to take part in the administration of the new Crimes Prevention Act.
A team of English cricketers has been organised by the Hon. Ivo Bligh for an Australian tour, and they sail for Melbourne by the steamer Austral in October.
