In the meantime, however, it is of opinion that sufficient can be laid before the Board to justify the recommendation it has already made— viz., that tho I works be reduced to the lowest minimum possible. It may be well to remind members tbat the present ! position o( th« Board financially was not unanticipated, as at (.h« time the last application was made to Parliament for extended borri>wm£ powers, warni ing was then uiven that owing to the reduction of the loan from £^50,000 to £100,000, the Board could not wirr\ o buyond the present month ; besides this, the new d ulge has cost some £5000 more than was then ostiinmul. These and other general points will lie doa t w ith in the main report. The two sources to look to for this, are— lat, rentals by obtaining and utilising the Board's already reclaimed portion of its endowment ; and 2nd, abolishment of the hal/ rates upon goods landed at Port Chalmers, and, if then found nocessary (which is not probable), a revision of tho dues. With regard to tho Board's present position, the following is a fair statement, and on which the Commifctoe based the resolution contained iv itb last report :— Estimated revenue from lsfc February to Slst June. 1882. with Bank

Messrs R. Sparrow and Co.'s account, and Messrs Corbettand Knox's account, with Works Committee's report to Finance Committee thereon, having teen considered; the Finance Committee is of the opinion that the wholo' facts should be considered by 'the Board. The Chairman explained that negotiations were still pending between the Board and their Bankj and in ,the absence of the engineer the Committee had not been able to fur, nish such a full or exhaustive report as they would, wish. This, however, would be forthcoming by next meeting. Mr Fish, in the course of some remarks with reference to the position of the Board, said, that if the Government did not enable them to carry on the works they had in hand it ought to be left to finish them itself. , Mr Bukt expressed himself in a similarmanner.
