THC SALS OP THE RUNS.

The sale by public auction of the licenses of 170 runs in Ofcago, which comprise a total area of more than a million and a-half acres of laud, was commenced on Monday. It was advertised to take place in the long-room at Watson's Hotel, but it was found necessary to adjourn to a more commodious room. Before 11 o'clock the room at Watson's Hotel was fairly tilled at the hour appointed for the sale. Mr R. B. Martin, the Government auctioneer, announced that as it was obvious that there would not be sufficient room, an adjournment would be made to the Garrison Hall. An adjournment was made, and nearly a thousand gentlemen must have been present in the Garrison Hall when the sale commenced, and about six hundred continued for a considerable time, while at the close of the sale nearly four hundred must have been preUfc xvlr R. B. Martin (the auctioneer) read the conditions of the sale, and having done so, announced that if there was any clause intending purchasers did not understand, he would read it again. No request being made, Mr Martin said : Well, gentlemen, in offering you these lands to-day, I may say you have an opportunity that may never occur again of becoming the lessee of one of these runs— an opportunity, at any rate, that will not occur again for a long period— a period of from four to 10 years. I need not address the present lessees upon the advantages of this country as sheep country. They know its value from ex- j perience ; but I may may be .permitted, per- < haps, to address a few words to strangers or others who have not become posted as to the capabilities of this country. Years ago— and not many years ago— we had in these parts of the country neither roads nor bridges nor punts, and in those days runholders were able to make sheep-farming pay with 'sheep at 20s per head, cartage at from £3 to £7 per ton, and shearing at 20s to 22s 6d per 100, and when it would sometimes take six weeks to convey the wool to town. I merely say this, gentlemen, to draw attention to the facilities that now exist ; for in those days a number of old settlers sold out to great advantage, and returned to the Old Country with a competency for life.— [Applause and laughter. A little dog, the only occupant of the gallery, made his presence known by barking furiously, and continued to gaze in astonishment at the auctioneer and to Dark cheerfully and incessantly, greatly to the amusement of the assemblage, until removed by its owner.]— Mr Martin continued : Well, gentlemen, I think I may £o on now, though I was stopped rather abruptly. No doubt the present lessees feel well' contented with their present occupancy. — (Applause.) Gentlemen, you must preserve a little order. I will merely call the attention of buyers to the fact that they have ijow a splendid opportunity before them. There are now roads, bridges, and punts. The country is clean, being perfectly free from disease. It is healthy country, and probably no finer exists in the Southern Hemisphere. Mr E. B. Cargill : I wish to ask a.ques tion. In these divisions of the runs will the boundaries be pointed out by the Government surveyors ? Have' they been in any way marked on the ground ' \ Mr Martin : I am informed by the Chief Surveyor that they will be defined before possession is given. It is only an approximate area we give to-day. There will be the usual distinctive marks Jtiven. ; Mr Cakgill : The purpose of my question was to ascertain whether the boundariesare so defined as to prevent any possible disputes among those who purchase the country. ' Mr Martin : I am informed by the] Chief Surveyor that all boundaries have been defined, and where it is possible to have natural'boundaries, these have been observed. lam also, I think, correct in stating that where fencing could be made available as a boundary, advantage of that has been taken. , Mr J. A. Connell : Another question I should like to ask. When these subdivisions come to be actually surveyed, if it is found that the area is less or more than is shown on the lithographed maps, will the purchaser's rental be reduced or increased according as he has less or more than the amount shown on the plan and for which he bid ? Mr Martin : No. He buys the lot as it stands. Mr Ritchie : Buyers will be left to fight out the question of boundaries. Mr Martin : I am selling to-day from this schedule. I give you an approximate area of what is supposed to be in the country. You buy on these conditions. If a dispute arises the Government will not step in and fight out the battle between the owners of adjoining land. Mr Kitchener : Can you give me an idea of the cost of improvements already existing on the runs ? Mr Martin : No ; but it is not to exceed three times the annual assessment. Mr Kitchener: Have the present lessees any right to put up improvements between now and the time the new purchasers come into possession of the runs? Mr Martin: There is nothing in the Act to prevent them. Mr Ritchie : How are we to know where the boundaries shown on the map are ? Mr Martin : The Chief Surveyor informs me that the boundaries are defined as clearly as possible on the maps. The Government do not generally show boundaries on runs. Mr Jamks Smith: It is just as well we should clearly uuderstand the position we have to meet. I understand the Waste Lands Board or the Government will give no guarantee to the buyer of the correctness of boundaries. They leave the purchasers to settle disputes that occur between themselves. That is so? Mr Martin : Yes. Mr James Smith : Next I understand that the Government will not grant compensation for any discrepancy in the area. If, for instance, it should be found when the land is surveyed that a purchaser at this auction gets 1000 acres or 2000 acres less than the estimated area, I understand you to say the Government will make no allowance for that. Mr Martin : No, the Government will not make any allowance. Mr Smith : Is that so ? Mr Martin : Yes ; but I am instructed, Mr Smith, to say it is not possible for such a discrepancy to occur. The discrepancies will be very trifling. Mr Phaser (solicitor) said that at the side of the room where he was standing they had not heard the conditions of sale, and asked— as the Government had not seen fit to publish them, though anyone selling £50 worth of suburban, property would have done so — that they should be read again. 1 Mr Harlow then read the conditions of sale, and said in reply to a question that pastoral country was not surveyed. license fee. What must be paid as the cost of survey? Mr MaitljANP : There is no survey. Mr Smith : There must be, to determine boundaries. Mr Maitland : No. The Crown does not say so. There has has never been a survey to determine the boundaries by the Crown. The boundaries are shown on these lithograph plans as you see them. We are selling according to the boundaries which are shown on these lithograph maps, which may be looked upon as an index map. There maybe some slight discrepancy as between these maps and the office maps, and the Crown guards itself by saying it sells according to the plans and the lithograph maps, and more correctly shown on the office plan. Mr Smith : Then this is tho position : the Government do not undertake to make any survey after the sale — there is none at present to indicate any landmarks by which the purchaser can determine exactly what he has bought, but — leaves it to the purchaser 'to ?ather such information as ho can at the Land Iffice to enable him to fix his own limits ? Mr Maitland : No. The Land Office will be able to offer such information as to prevent any practical difficulty occurring as contemplated by Mr Smith. Government will offer every assistance to the purchasers of the runs. Mr Shrimski, M.H.R.: It seems the present holders of the runs are creating all this disturbance for the purpose of preventing competition. There has not been a single question asked except by those in possession of the runs. It shows that Government were in too great haste to advertise the runs. A Voice : That's said to his constituents. Mr Mabtin : I do not believe any intending purchaser will be influenced by what has been said. Gentlemen, we will proceed with the sale. The runs were then submitted to competition, and were readily sold.^ The bidding throughout may be well described as spirited, for rarely did the bids advance less than £5 at a time ; and when they did, it seemed to be from sheer perversity on the part of bidders, as they ran up hundreds of pounds, advancing in 20-shilling steps. In very many instances the old lessees repurchased, but they did so in the face of such competition as made it evident that they gave value for the runs. One instance may be cited, in which from the upsetprice—£2oo, the price advanced to £450, and then the run was knocked down to the previous lessee, the other competitor declining to bid more than £449. Bather 'more than one-half the runs to be sold were offered for sale on Monday, and only two lots were passed in, no one offering the upset price for them. In not a few cases, however, twice the upset prices were obtained, and in many the prices were remarkably high — much in excess of what was generally expected. The most remarkable advance upon the upset price jpas a case in which £1060 was given for a run the upset price of which was only £300. There were other instances in which the advances were from £250 (upset price) to £805 y from I £175 to £405 ; from £120 to £500 ; from £20 to £120; from £45 to £270; from £75 to £490; from £500 to £915 ; from £300 to £650 and to £690. The sale was continued until 6 o'clock, when an adjournment was made. The runs were sold as follows :—: — MANIOTOTO COUNTY. B Martin, recommenced his onero' duty. On taking his stand in the rostrum JV Martin said : Gentlemen, we will resume tl sale, but before beginning I think it nepessai to make a remark or two. Some reflection h. been cast on a gentleman who was r present this room on Monday, and who was bidding the auction. I may state for the ipformati< of the public that that gentleman was as mvi abona fide bidder as anyone else in the roor and that he was prepared to- pay for any pu ohaae he made. I think it only fair to m that \ and I also think it right to say that

probably made mistake in not accepting his fold of £60, whereas afterwards I accepted a bid of £400. I think it is only right to say that he is not here— as has been charged— on behalf of the Government, to run up the runs ; nor does he gat commission, as I have been told he does. Besides, this is a public auction of runs that has been advertised for a considerable length of time, and it is open for anyone to bid. Mr Fraser : Yes, but there is one point I think that might be taken exception to : When anyone bids back in these benches he is called upon to put up his hand to show who it is that is bidding. I think that ia objectionable. A bidder should not be compelled to hold up his hand. Mr Martin : It is not for Mr Fraser to say how I shall take the bids ; that is for the auctioneer. In a hall like this it is not very easy to see and hear everybody; however, Mr Eraser's remark does not affect the sale a bit. The sale then commenced, and the bidding began with encouraging briskness. Some of the runs brought remarkably high figures, but generally, when one lot had been run up to a very igh price, the others or several of the others in the same subdivision were quitted either at the upset price or at an inconsiderable advance upon it. Another thing which became evident was that some of the intending purchasers had several agents stationed in different parts of the hall, so that when one stopped bidding the other oould carry on against opponents and purchase for the individual who apparently, thought it not worth while to give more than the sum which had been reached when he ostensibly retired from the competition. That these tactics were successful may be doubted, for as a rule very substantial advances were made upon the upset prices. Occasionally the ] agents for-y^he same parties bid against each other -by mistake. In one instance a lot was knocked down, and the bid was { disputed, at' the time the advances offered ' were £10 each. The gentleman who called for the run to be put up again discovered, just as Mr Martin was about, to re-offer it, who had made the last bid, and seeing, it is fair to presume, that it was one who was bidding for the flame purchaser, magnanimously gave in, remarking quite carelessly, " Oh, let him have it." And he got it. Almost without exception the runs fell to ,the original lessees, and competition was pretty well confined to those who were already engaged in pastoral pursuits. In Borne few instances the prices were run up by outsiders, but there is hardly one case out of the 170 lots in which an outsider was prepared to give more than the present lessees. Messrs JDalgety and Go. and the representatives of J. G. G-. Glassford were the most extensive purchasers. Mr Henry Campbell secured about all the land he previously held, and other runholders were equally fortunate. The highest price given on Tuesday was £910 for a run, the upset price of which was £229 ; and the lowest sum given was £10, that being the upset price. One run was passed on Tuesday and two the previous day, so that with three exceptions all have been sold. It was estimated that the total the runs would realise would be £45,000,. and that was an average advance of one-fourth on the upset prices. The total sum realised by the, sale is £68,854, as against £25,349, the amount of the previous rentals, and £36,488, the total of the upset prices^. These figures, however, do not show, the enth'e gain to the Colony, as ,there have been large reserves,, -made „ for settlement, which land was included in the area for which the annual rental of £25,349 was paid. In one case, where all the original run was put up at an upset of £135, the price realised was £4285. In this instance it did not all go to former occupants. The former rental was £975 for the same land. Jn another case, all going to former occupants, the upset was £1257, the price realised £3060, and the former rental £872. "Another remarkable case was one in which all ,the. subdivisions were purchased, by the former pccupants,, where, the total, upset price was £1457, the , price) realised £3060, and the former rental .£lo4s." Upset rental, £293 per annum.— The bidding for this lot commenced somewhat slowly, but as Boon as £310 had been offered it became more brisk, and advanced at £5 bids, which were given almost as quickly as they couid be taken, until the run was re-purchased at £505 by MrSpence furDalgetj and Co., the present occupiers. Run No. 235 a, about 30,330 acres. License for 10 years: Upset rental, £380 per annum.— Bidding for this lot was fairly brisk throughout, £5 bids following fast until £850 was realised, that amount being offered by Mr Moore on behalf of the same buyers. Upset rental, £248 per annum.— Fully half a dozen gentlemen competed for this lot, which was sold to Murray, Roberts, and Co. for £640, being also purchased for them by Mr W. L. Simpson, as agent.
