ST. KILDA COUNCIL.

A special meeting of this Council was held on the 17th. Present — Messrs Roughton (in the chair), Mitchell, Brady, and Patter* Eon. ' The Chairman said they had been called togethsr to consider the plan of drainage proposed by Mr Hay, C.E. He hoped that whatever steps they took would be in the right direction. A certain amount of drainage had been carried out, and it behoved them to complete it. Mr Hay had told them that the work could be done for a moderate sum. The proposed plan would be placed before them. He did not think there would be any difficulty in acquiring the necessary means. At present thej' had no option but to take the water through Park Ward into Musselburgh Ward, and he waß snre they could not come to terms with Mr Proudfoot at present. They would, therefore, have to confine their attention to the Bay View Road course. He had a great objection to open drains. The one in the plan was- sft. 6in. wide. Open drains were very objectionable i in narrow streets, for they were nothing lass than open streams, and were dangerous. They, moreover, not only narrowed the street for traffic where cut, but a foot or so from the edge could not be used, as if heavy traffic passed near fa it it would fall in. The I
