DUNEDIN CHESS CLUB HANDICAP TOURNAMENT.
Rules foe Play. The Tournament Committee have prepared the following Rules for the conduct of the tournament or contest, and these will be submitted to a general meeting ofthe competitors, which will be held on Tuesday, September 21st.
1. The first pairing of competitors shall take place on Tuesday, September 21st, at 7.30 p.m , and each successive pairing shall take place at an interval of not exceeding ten days, and the Secretaiy shall post a list of the competitors after each drawing.
2. The tournament will be conducted on what is known as the cutting-down principle. The combatants will be paired |by drawing lots as follows :— The names of all the competitors shall be placed in a i hat or box, and the two first drawn therefrom shall play together, the third and fourth drawn shall play together ; the remainder ia like manner until all are drawn. This shall constitute the First Round. Should there be an odd number of competitors, the player whose name remains in the hat on l the first drawing i will be drawn with the victors in the First Roimd for the Second Round. Each successive round shall be drawn in like manner as the first. 3. The games shall be played in accordance with the Code of Laws as revised by the Co nmittee of the British Chess Association in 1862. 4. All the games must be played at the rooms of the Dunedin Chess Club, unless in any particular case the special permission of the Committee is obtained for a game to be played elsewhere. The rooms will be available' for this purpose every day, Sundays excepted. 5. Each pair of competitors shall fix by mutual agreement, within two days from the publication, the day and hour of "commencing play, and shall communicate the same to the Secretary. G. In any case where the players cannot agree upon or neglect to make the necessary arrangements as above (in Rule 5), the Committee shall fix a time for commencing play, and notify the same to the players.
7. Every match must be completed in the intervals between successive drawings, unless in any particular case the permission of the Committee for prolonging the, time shall be obtained.
8. Should any match remain xincompleted when the time for a fresh drawing arrives, the Committee shall decide who is the winner of the match,- or shall take such steps for determining this point as may seem necessary or desirable. 0. If a competitor shall fail to attend within half-an-hour of the time appointed for his commencing play, he shall forfeit the game, unless an excuse to the satisfaction of the Committee be made within a reasonable time.
10. One game shall be played at each sitting unless it be adjourned by consent of both players. If the game shall have lasted four hours, either player may adjourn at pleasure. 11. commencing the game, however, the players may agree to dispense with this rule. 12. When a match is played on even I terms, the players shall in the first game draw for the first move ; afterwards the moves shall be taken alternately. When odds of a piece are given, the player | giving the odds shall (unless otherwise ; provided or arranged by the Committee) nave the first move. 13. The player receiving odds, or in • ' even matches having the first move, shall keep, or procure to be kept, a record of the game. 14. In all even matches the colour of the men shall be changed at each game, the player having the first move playing with the white men. s 15. Should any of the prize-takers in ■ the course of the tournament have won a • match by the default of his opponent (see Rule 9), no game having been won by him, the Committee may require of him to play another game. 16. Unless with the consent of his adversary, no competitors-shall be allowed to smoke. ' 17. Any person who shall refuse or wilfully neglect to comply with,the above regulations, or with any decision of the Committee, or who shall misconduct himself in the opinion of the Committee during play, shall be liable, at the- diß- ' cretiqn of the Committee, to be dis-' < qualified from taking further part 'in the tournament. - Prizes. -~ -— .<.
