In Bell Ward, a protest was lodged uith the presiding officer against the election of Mr David Ross, on the ground that he was a Government officer, and receivei pay as one of the referees under the Dunedin Building Ordinance ; but it can scarcely be supposed that the piotest will be held to be valid.
