PROVINCE OF OTAGO, NEW ZEALAND, f I LENDERS required from parties willing to X contract for erecting a line of Telegraph between Dunedin. Port Chalmers, and the Heads, subject to the following conditions : — 1. The Government to grant permission to carry the line through its reserves) and along the Government roads and lands. 2. Sites to be set aside at Dimedin, Port Chalmers, and the Heads, for the erection of Stations. 3. Government messages to have the precedence of Contractor's or private messages. 4. Private or Contractor's messages to be despatched and delivered in order of receipt At the Office, to be marked alike. 5. Telegraph servants to be appointed by Government, subject to Contractor's approval j the Government to have absolute power to discharge them. 6. Tlie Manager to he appointed by Government, who will have charge of all messages, and who will see that they are transmitted in proper order. 7. Contractors not to have aeci.ss to messages, but to be allowed to see that the books are properly kept. 8. Charges as per annexed Schedule. 9 Contractors to keep the line in order, to pay all working expenses, including the salary of* the Manager. 10. Contractor to state what bonus, if any, he is willing to pay ; what subsidy, if any, he expects to receive; what guarantee of minimum profit, if any, he is willing to accept in lieu of subsidy. 11. The contract to last for five years, with power to the Government to purchase during the currency of the contract at 25 per cent, over actual outlay at the time of erecting the line and building the stations ; and at the termination of the contract at 20 per cent. o\er actual outlay. Difference of opinion as to actual outlay to he settled by two arbitrators, one appointed by Government, and one by the Conh actors; and in case of non-agreement by an umpire appointed by the two.
