MEETING OF FLOCKOWNERS. A MEETING was held in the Mechanics' -£jL Institute on Monday 13th October, pursuant to notice, to take into consideration the formation of a Flockowners' Association. Mr. J. P. Taylor in the chair. The following resolutions were unanimously adopted : — 1. "That an Association be formed, to be called the ' Squatters' Association,' for the purpose of considering all matters relative to the management of sheep and cattle runs, to confer with the Governmenton the subject of all laws affecting their interests which may be proposed, and to suggest such alterations and modifications of the existing Ordinances as they may deem desirable." 2. " That a committee, consisting of the following gentlemen, be appointed, with power to add to their number :— J. Cargill, A. Chalmers, W. G. Filleul, A. Fuller, Dr. Williams, J. Fulton, J. Jones, Dr. Menzies, F. L. Meville, E. M'Glashan, J. M'Kellar, A. M'Nab, R. A. Filleul, F. S. Pillans, W. Pinkerton, W. G. Rich, F. H. Richardson, H. Robison, C. Suisted, A. C. Strode, W. H. Valpy, W. H. Teschemaker, G. Lloyd, J. Maitland, G. Peel, J. M. Saundera, J. Borton, and J. P. Taylor." 3. " That Mr. David Scott be requested to act pro tern. as Secretary and Treasurer of the Association." 4. " That the Secretary be requested to put himself in communication with all persons at present occupying, or who may hereafter become occupants of, runs in this Province, inviting them to join the Association." 5. "That the Committee be requested to i draw up Rules and Regulations for the work- . ing of the Association." 6. " That as the prevention and cure of disj ease in sheep is one of the chief objects sought to be attained by the Association, and as the Provincial Solicitor has, at the request of the Chairman of the preliminary meeting, held on the 29th September, kindly submitted to their consideration the draft of a Bill for the amendment of the ' Scab and Catarrh Ordinance,' the Committee be requested to confer with him on the subject." 7. " That it is above all things necessary for the proper and impartial carrying out of such Act, that one or more persons of undoubted integrity and ability be appointed, with fuller powers than are conveyed by the present Ordinance, as Inspectors : That the Inspector or Inspectors shall receive such salary as shall make the office worth the acceptance of persons so qualified; and that in the opinion of this meeting, the Squatters generally would willingly pay a part, or the whole, of such sa-, laries, by proportional additions to their license fees, or otherwise, for the benefit of competent, intelligent, and impartial officers." 8. " That it is the opinion of this meeting, that in order to settle at once and for ever all cases of disputed boundaries, now becoming of frequent occurrence and difficult adjustment, to enable the Waste Land Board to form a just estimate of the fairness of the claims of present and future applicants for new runs, and to reconcile these claims to one another; and also to enable the said Waste Land Board to receive applications for the purchase of lands in the unsurveyed districts, and grant certificates of occupation to persons desirous of occupying the same before an accurate survey can be made, without the danger, which at present exists, of sanctioning the occupation of the same piece of land by two or more applicants, it is urgently necessary that a preliminary rough survey of the whole of the unsurveyed lands of the Province should be undertaken without delay; and that this meeting is further of opinion that the flockowners generally ivould be most willing to facilitate the payment by the Governi ment of the expense'of such rough survey, as far as it concerns their own holdings, according to the extent of country as the occupation of each." 9. "That in order that the general revenue arising from the sale of Crown lands may not be too much burdened by the charges of such survey, this meeting proposes that a fund for meeting such charges shall be raised by the purchase, by each runhoilder, of so much land on his own run as shall cover his share of the expense in proportion to the acreage he occupies; such purchase not to be considered as an exercise of the pre-emptive right to which his license entitles him." 10. " That it ia the opinion of this meeting that security of tenure is the first step to the improvement of the pastoral Jands of this Province, and that/ no permanent provision will be made for the proper management of sheep unless such security is given : That under a secure tenure, the outgoing occupant of a run should be repaid for all permanent improvements by the succeeding occupant; the amount to be ascertained by valuation."
