FRANCE.

- The intelligence from France, says the " Glasgow Herald" of Sept. 8, mentions the discovery of a conspiracy, which had been hatching for some time back in Paris. This conspiracy had been carried on by two secret societies, one of which was called the " German Committee." The other, composed of French and foreigners, was in constant communication with the refugees in London, and had its ramifications in several departments of France. It appears, moreover, that an emissary was tracked to London and back to Paris, with instructions for the final organization and proceedings of the societies in question. The object in view was, it is stated, an immediate overturn of the present government, and the establishment of the Red Republic. Such, however, is the perfect state of the French police, that their schemes were all known to the Government, and at the proper time they set to work and immediately arrested 45 persons at their residences, and seized their papers, among which some important evidence has been found. The " Debats" state the number of arrests at 178, of whom the greater part are Germans. Despatches have been sent off by the French Government to Germany which will lead to arrests in that country. Already arrests have taken place in Baden and Bavaria, but these were in consequence of information received from Switzerland.
