THE WATERSIDER
It is a matter for regret that a cessation of work lias occurred on the waterfront, and that shippingl is being hampered at all ports. Under recent legislation the era of compulsory arbitration has passed. Conciliation proceedings are provided for, and, failing an agreement, existing awards lapse and the parties are at liberty to make the best terms possible. The watersiders' Dominion award expired on Thursday and conciliation proceedings haying failed the question of conditions and remuneration for working ships becomes one for negotiation between employers and employees. The owners submitted their terms when the call for labour was made, but the conditions not being acceptable to the men they refused to work under them and the result is a deadlock, which all fervently hope will be speedily overcome. It is a serious matter at any time to have our ports idle, but especially so at times like these when everything depends upon the maintenance of trade. It is much to be hoped that in the negotiations for a settlement which must be immediately inaugurated reasonable counsels will prevail and that an amicable and satisfactory arrangement will be speedily reached.
