Russia and Japan.
London, September 19. Router's St Petersburg correspondent reports that Russia proposes to invite the Powers to a second Hague Conference. President Roosevelt is sympathetic, but is of opinion that the initiative should emanate from the originator of the Hague Convention. Toxio, Sep. 17. The anti-peace demonstrations continue in different parts of Japan. The Progressive are united, but some of the branches of the Constitutionalist party are adopting resolutions at variance with the central body's statement regarding the peace terms. The Japanese are deporting the inhabitants of Saghalien to Cistries Bay, when they are obliged to march ssvonty versts through vast forests in order to reach Marriusk.
