Shanghai, November 21. Lord Charles Beresford, speaking here, advocated an alliance between Great Britain, America, Gerinany, and Japan, in order to maintain the integrity o£ China and establish an “ open door ” policy. Paris, November 21. The French Government has expressed its willingness to guarantee a loan of £8,000,000 to construct an Indo-Chinese railway. Shanghai, November 21. Lord Beresford, addressing the China Association at Shanghai, said Great Britian’s policy of drifts had allowed the “ open door” to be absolutely shut. Her sphere of influence in the Yang-tse Valley was purely mythical. Hu-Yu-Fen; ex-Governor of Pekin, who was recently appointed a member of the Tsung-li Yamen, has been dismissed. He counselled the punishment of the soldiery for attack on foreigners, but the Dowager-Empress feared the commandant of the Ivangsu soldiery.
