THE WESTERN WORLD.
A few days ago war seemed imminent between the United States and Spain over Cuba, but now it looks more like a peaceful solution. Brother Jonathan’s war preparations have bronght Spain to her bearings, and the Queen Regent has appealed to the other European powers to mediate, only requesting that the dignity of the nation may be preserved. Spain in Western Europe is the sick man like Turkey is in Eastern Europe, Her days of governing any possessions in the new ■world by means of military despotism are numbered. If she can retain her suzerain power whilst conceding local constitutional government to her colonies, she may retain them for what they are worth from a commercial point of view, but if she persists in attempting to govern with the sword, then a free people like America cannot stand idly by. President McKinley is averse to war, but is quite determined apparently that if a better state of affairs cannot be brought about without it, he will not shirk it. Great distress prevails in the island among non-combatants, aud we see Spain has voted three million pesetas for assisting the distressed. This is a step in the right direction.
