M. O'Sullivan wrote asking that a few pounds be expended so as to allow him to get grass 6eed in.—Agreed to. UPPER MANAIA ROAD. Messrs F. W. Frethy and J. Mackie presented a petition, signed by about 40 settlers, asking that the portion of this road between the metal at Kaponga and the Stratford boundary be metalled. The deputation argued that they were not making any unreasonable request, as their rates had been for 12 years expended in a way that was not advantageous to them, that in addition to rates their thirds accruing from sections 84 and. 103, paid into the Board's funds. That all the tourist traffic on this side of the mountain passes over the road, and that this unfinished mile is the only break between the Plains and Stratford. The deputation considered that the settlers on the same road as far as the Opunake road also had a claim, because they had been paying rates for a number of years before being cut off from this county, and had received no benefit. They asked that some steps be taken in time for the work to be undertaken early next spring. Several members agreed that a good case had been made out, and the Chairman promised that he would try and devise some way for getting the road metalled.
COLLECTING RATES. Mr Blennerhassetb suggested that all rates should be in hand every year by the 20th September. It would be better for ratepayers to be asked to pay their rates earlier. Mr Stevenson thought it was the Board's fault entirely, as there had been money in hand all the summer. It was simply through unnecessary delay by the Board. Mr Pearce said the Board could not get tenders let in harvest time. The Chairman said that the foreman had only been appointed a short time, and during that time he had done as much as was possible for him. Mr Pearce said that the work on the South Road had been badly neglected by this Board. The road to the west of Otakeho was in a disgraceful condition. Mr Stevenson said that was the Council's fault, not the Board's. INSCRIBED LOANS. The Treasury wrote stating that £2600 had been paid to the Board during the year, and if required £4OO more could be obtained. The clerk said that the £4OO had been since paid over for credit of Oeo £BSO loan. LAND FUND. A certificate was received from the C.C.L., authorising the using of d.p. moneys from Sections 2 to 6, 11, 12,
