SOUTH AFRICAN AFFAIRS. Capetown, November 9. Transvaal has declined to allow the Cape 50 per cent of the traffic returns of the uniting railways. It is stated that Khama and other Beuchuanaland chiefs remain under Imperial control. The Trausvaal has re-opened the Vaal fords and will not again close them without consulting the Imperial Government* ANOTHER COOLGARDIE FIRE. Perth, November 12. Another big fire has occurred at Coolgardie. Three quarters of an acre of business places in the centre of the town, including the Union Bank, have been swept away. The damage is estimated at from £40,000 to £50,000. AFFAIRS IN THE EAST. London, November 12. There has been a general decline on the Stock Exchange, owing to the prevalence of disturbing rumours regarding State affairs in the East. Imperial Consols fell to and Colonial Stocks declined a half. Paris, November 12. A severe panic has taken place on the Bourse in consequence of the unsettled state of affairs in the East. London, November 12. Loudon and European newspapers praise Lord Salisbury's speech. Armenian towns between Erzeroum and Trebizond are in ruins. The damage is estimated at a quarter of a million. The Governors of local districts have been ordered to repress disorder under pain of punishment. The French Minister has demanded the head of the Governor of Diarbakar, and the French squadron will hold Alexandria till he is executed and as a precaution against injury to Foreign Consuls. The panic in Vienna is said to be unequalled for 22 years. Shares have fallen 100 per cent. Rothschild, both in Paris and London, are doing their best to allay agitation. M. Donner, new French Minister of Finance, is conferring with financiers in order to avoid the panic extending to France. Constantinople, November 12. Five Embassies presented the Sultan with fresh urgent demands for reforms. The Porto has mobilised the remainder of the reserve, and flying colums have been sent to suppress disorder and insurrections. It has been wired to the governors of the provinces to secure peace regardless of creed. London, November 13. Mr Chamberlain has informed the Agents-General that he is willing to promote a joint commission to enquire into the Pacific cable, or give aid in whatever shape they wished. He agreed it was desirable to show America that British competition is probable. Mr Chamberlain, replying to the Imperial Defence Committee, said he was considering a suggestion that the colonies should contribute to the navy. The King of Ashantee refuses to yield, and is purchasing or compelling alliances with the surrounding states. A draft of white troops will accompany Scott's punitive expedition which sails immediately. Total force amounts to 1400 men. The annexation of Bechuanaland has been formally proclaimed. The Maori King landed 113 cattle alive and lost five on the voyage. Debenture holders have unanimously agreed to the proposal of the New Zealand Loan and Mercantile Agency Company to issue a father £400,000 of prior lien debenture stock in order to redeem the liabilities of the New Zealand Laud Association. Before this issue could be made it was necessary to obtain the consent* of the previous holders of the same class of stock.
