To form and metal the Opua Road for a distance of two miles from the Main South Road. (2.) To borrow for such purpose the sum of 4‘GOO, under tke Government Loans to Local Bodies Act, 1886, and to pay the cost of raising the said loan and first year’s interest out of the money to be borrowed.
