Parihaka Road Board.
The above Board met on Monday, October 21sh Present: Messrs M. Fleming (chairman), Dew, Billing, "Wells, Maxwell and Wright. The minutes of the previous meeting were read and confirmed. CORRE SPONDENCE. From B. Vickery, A. Donald, M. Carroll, and L. McNeill, requesting the Board to take the necessary steps to raise a loan under the Government Loans to Local Bodies Act to form and metal two miles of the Opua Road from its junction with the Main South Boad. Kesolved, That the necessary steps be taken. [Wells-Dew.] From E. R. Morgan, F. H. Morgan, L. M. Morgan, S. Roulston. C. Wichman, M. Carroll, R. Malcolm, W. Townsend, and A. E. Knight, requesting the Board to take steps to raise a loan of £6OO for the purpose of draining, forming, and grading the Ngariki Road, commencing at boundary between Sections 11 and 12, Block 2, Opunake Survey District to the point where it is at present felled, opposite Section 18. Block 3, and to include all the land fronting the Ngariki Road from where work commences to the Forest Reserve in the rating area. Resolved, That tbe necessary steps be taken. [Wells-Dew.] From C. S. Stronge and others, asking that a larger culvert should be substituted for the small one on the Arawhata Road in front of Mr Pepperill's place, and that a cbain'of metal should be laid
Kesolved, That work be done. [Wells-Wright.] From Commisiioner of Crown Lands, stating that the Land Board had decided to rectify error in Kahui Eoad line where it deviates into Mr Stonex's property. From Mr Wells, stating that when in Wellington he had interviewed the Colonial Treasurer re the repayment of £l5O accrued land fund on account of the Warea East Road Loan, and the Treasurer stated the amount could be refunded as unexpended balance of loan.
From Bank of New Zea'ai d, calling attention to the Board's account being overdrawn and asking for the Board's authority. Resolved, That the members authorised to sign cheques be empowered to arrange for an overdraft of £SO. [Maxwell-Billing.] From Audit Office, returning balance-sheet duly certified as correct. Resolved, That the annual meeting of ratepayers be held on the next ordinary meeting day of the Board at 8 p.m. to consider the balance-sheet. N In reply to a letter from Mr McGuire, M.H.R. It was resolved to request the Government to convert the Forest Reserve Into a National Park.
The ranger's report for month was laid on the table. Mr Rua Moetahuna waited on the Board to complain about a beast of bis which was impounded and advertised to be sold. It was stated in the advertisement that there were no visible brands, but on the receipt which he got when releasing the beast it was admitted that it was branded TOI on top of back and also branded on rump. He was not complaining of the charges bat wished the Board to warn the ranger, so that in future he would b 9 more particular in looking for brands. In this case, although he saw the advertisement, if it had not been for a friend of his seeing the beast in the pound he would have lost it, as the brand was not given in the advertisement.
Mr Coffey, the ranger, was called, and stated that when he impounded the beast the brands could not be disoerned. The beast was so wild that you could not get near it. It had broken out of the pound twice. There were several others, he said, who had seen the beast and who were prepared to come and swear that the brand was not there at that time.
Mr Wright said it was a matter for two J.P.'s to deal with, and under the circumstances if Rua sued he would get his money returned. The Chairman said they had no jurisdiction iu the matter, and therefore the parties must fight it out themselves. He, however, cautioned the ranger to be as particular as possible in trying to ascertain if there were any brands on beasts he was impounding.
Mr Luxton waited on the Board, requesting them make a crossing over the Matote stream, on the Beach Road. This would enable them to get to the dairy factory up the Whitiora Road instead of having to go round about four miles.
Resolved, That engineer be instructed to get the work done. [Max-well-Wells.] The Engineer reported that since last meeting he had visited and inspected the Lower Waiteika Road, which he found was in a very bad state. It would, however, take so much to make it that the Board could not attempt to put it in order. If, however, about twelve chains of ditching were done, it would improve it very much, and once they got out of the bush they would then be able to get along. The road is still very much overdrawn and no action was t. ken. The Chairman moved that the engineer visit and inspect all roads and draw up a written report on them, together with their financial position ; also, if the schedule of deferred payment money is through, that it be included, together with the proposed expenditure; such report to be presented at the next meeting. Seconded by Mr Wells and carried.
Mr J. Wells moved that the Public Trustee's name be placed on the roll, and be applied to for rate 3 for all lands vested in Lim. Seconded by Mr Billing and carried. The following accounts were passed for payment: J. Coombridge, £2 ; A. Gilhooley, 17s Gd; Taranaki Oounty
Council, 5s 9d ; T. Smith, 6s ; M. J. Corkin, £3 12s 4d ; H. Harrison, £9; auditor. £1 ;J. Rothery, £2 7s 6d; A. R. Phillips, £5 Is. DOMAIN BOARD. Same members present. The Chairman reported that they could not make the exchange required for the cemetery, as they had no power according to the terms of the lease of the Recreation Reserve to resume possession of any part of it except for the purpose of planting trees. He did not think there was any alternative but to fence in an acre of the Cemetery Reserve. The engineer is to have work done in accordance with previous resolution.
