PARLIAMENT.

LEGISLATIVE COUNCIL. Wellington, Thursday. The Commissioners Powers Bill and the Cemeteries Act Amendment Bill passed their fin -1 stages. The Council •!rt:'ded not to insist on the amendments iu the Adulteration Prevention Bill, which were disagreed with by the House. The Native Township Bill and Property Law Consolidation Bill passed through Committee without material amendment.

Wellington, Thursday. The whole afternoon was occupied with Local Bills. In the evening the Threshing Machine Owners Lien Bill passed the finaLstages. The Criminal Code Act Amendment Bill was committed. A lengthy discussion took place on clause 2, which gives Louis Chemis a right to appeal to the Court of Appeal for a new trial. Sir K. Stout and Messrs Bell and Seddon were among those who opposed the Bill. An amendment was moved hy Mr G. J. Smith to make the Bill apply to any prisoner convicted of any crime before the passing of the said Act. This was lost by 42 to 12, and the clause passed without alteration. The Unclaimed Moneys Bill was committed, but Mr Ward offered to take charge of the Bill and pass it through Committee, whereupon Mr Joyce agreed to report progress. The Coal Mines Act Amendment Bill and the Counties Act Amendment Bill passed through Committee without material amendment. The Defamation Bill was committed, and after a long discussion, in which the Hons Ward, J. McKenzie, and Seddon strongly opposed the Bill. A motion by Mr Ward that the chairman leave the chair was carried by 82 to 20. The Bill was thus killed. The Criminal Code Act Amendment Bill, Coal Mines Act Amendment Bill, Counties Act 1886 Amendment Bill were read a third time and passed.
