HOME AND FOREIGN. BRITISHPOLITICS London, June 29. Mr Justin McCarthy's address states that his party continues to support the Liberals, and tint their programme includes autonomy in the forefront. He appeals to Irishmen throughout the world for funds, and expresses himself confident of the result. The Times thinks Mr Chamberlain, actuated as he is by a desire to draw the colonies closer to the Mother Country, will make a strong and acceptable Minister. The National Liberal manifesto claims that the last three years' record of reform is unequalled in British legislation, and characterises Lord Salisbury's men as largely deserters. Mr Chamberlain says that the Unionists will not shrink from the Imperial obligation to expand and influence commerce throughout the world. Lord Bosebery charged Lord Salisbury with unexampled disrespect to the House in deoliuing to state the policy of the new Government. He asked why, immediately after the defeat, he sent his secretary, who met Campbell-Bannerman in the street and demanded the seals of his office before they had been delivered up to the Queen. Lord Salisbury said it was urgent that the office should be filled up at once, and the request was a friendly one, for which there are many precedents. No insult was intended. London, June 29. China objects to the condition sought to be imposed by Russia, and is negotiating with Great Britian and other countries to raise the indemnity money. New Yokk, June 29. At a meeting of the New York Suicide Club, representatives of the press were present. No speeches were delivered. Lots were drawn as to who should be the next to commit suicide. The doomed man retired from the meeting without emotion. Under the rules of the Club he must do away with himself within a fortnight. Crowds of spectators, chiefly foreigners, assembled outside the Club's room.
