KAPONGA.
(From a Correspondent.) Mr McGuire addressed the electors here on Tuesday evening, when about 50 electors were present. Mr A. Coxhead was voted to the chair. Mr McGuire went over pretty well the same ground covered in his address at other centres, taking up one-half the time with harbor matters and a tirade against those who started the agitation which resulted in the return of the country members to the Harbor Board. As the address has .already been fully reported in your columns, and there was no new matter introduced, it is not necessary for me to recapitulate it. At the conclusion of the address, Mr Sexton asked if he would be in favor of making debts due to milk suppliers a first charge on assets in the event of a factory owner becoming bankrupt ? Mr McGuire said he would, as the milk suppliers had very slavish work to do, and should be protected. Mr Hemingway asked if, under the Harbors Amendment Act, any part of the rate or land fund could be used for repairs ? Mr McGuire said he did not think there would be any difficulty over that, as it would be 18 months yet before the arrears are paid off. Mr Hemingway said that Mr McGuire did not seem to understand the question. He did not want to know whether they would be likely or not to do it, but could they legally do so ? Mr McGuire said there was one clause in the amending Act which was not very clear, and some people thought there was authority to use it for that purpose. He had taken a barrister's opinion on the question, and the opinion given was that he thought it could not be used, but he (Mr McGuire) was in doubt about it himself. Mr Hemingway thanked him for the information, and, under the circumstances, very much regretted that Mr McGuire had voted in favor of an Act which he apparently did not understand. A vote of thanks to Mr McGuire, and a similar compliment to the chair, terminated the meeting.
